MANILA – The Land Transportation Office (LTO) on Thursday summoned the driver and owner of a black Toyota Fortuner SUV seen committing multiple traffic violations—including counterflowing and the use of unauthorized blinkers—in a video that went viral on social media.

In a statement, LTO Chief, Assistant Secretary Markus Lacanilao, said initial investigation showed the SUV deliberately disregarded traffic regulations and was being escorted by a motorcycle bearing the logo of the Philippine National Police (PNP) and an unidentified rider.

The motorcycle escort is also subject to strict verification and investigation by the LTO.

“Such actions constitute a blatant violation of traffic laws and an unacceptable abuse of the road that puts lives at risk,” Lacanilao said.

He condemned the “reckless and unlawful behavior” of the motorist and reiterated the strict prohibition against counterflowing and that blinkers are reserved only for authorized personnel and emergency vehicles.

The SUV owner and driver are facing administrative sanctions, such as suspension or revocation of driver’s licenses and fines.

“The LTO affirms its uncompromising stance in enforcing road safety regulations and will continue to intensify its operations against erring motorists. The agency likewise warns individuals against engaging in unauthorized escort activities or misrepresenting authority on public roads, as such acts will be dealt with accordingly under the law,” he said.

In a show-cause order issued to the owner and driver of the SUV with license plate P9 0392, they were directed to appear before the LTO Intelligence and Investigation Division and submit a sworn explanation as to why administrative sanctions should not be imposed against them.

“Non-compliance with this directive shall be construed as a waiver of their right to due process, and the case shall be resolved based on the evidence available at hand,” the order read.

In a video uploaded by vlogger and journalist James Deakin on Wednesday, a motorcycle rider bearing markings of the PNP was clearing the way for a black SUV equipped with blinkers to counterflow and avoid vehicular congestion. (PNA)
